

As the European Union accelerates its work on mobility, climate policy, and road safety, these documents ensure that the voice of Europe’s riders is not only heard but taken seriously in the EU legislative process.
The position papers present clear, evidence‑based recommendations on issues currently 'active' in Brussels for EU decision‑makers. They address issues, from sustainable transport strategies and infrastructure design to licensing, training, and emerging technologies; they translate the concerns of millions of riders into concrete political wishes.
With these joint position papers, FEMA, FIM Europe and NMC reaffirm their shared commitment to shaping policy in a way that protects motorcycling, promotes its benefits, and secures a strong future for riders across Europe and the United Kingdom.
Craig Carey-Clinch, Executive Director of the National Motorcyclists Council said: “The NMC has been proud to work with our FEMA and FIM Europe partners on developing the joint position papers. Although the papers focus on current issues within the EU legislative context, with PTI (MoT) for example being a settled and non controversial matter in the UK, several of the topics covered have direct relevance to the United Kingdom and other countries in Continental Europe as legislation develops internationally. This very much underlines the importance of strong partnerships and cooperation, so that strong, coordinated and credible positions can be put to administrations and policy makers right across Europe on the key issues of the day for motorcycle riders.”
Jesper Christensen, Chair of the FEMA-FIM Europe-NMC working group said: “These joint position papers support authorities and policymakers in making well-informed smart decisions for the benefit of all road users, including motorcyclists. The European motorcycle organisations jointly developed this set of position papers, and together, this alliance represents 77 motorcycle rider organisations. The position papers are based on millions of kilometres of riding experience, on scientific research, and most importantly on common sense, combined with a strong commitment to creating a safe environment for all road users, for those living alongside our roads, not forgetting a healthy industry.”
